Dr. Williams served as a professor in the BioResource and Agricultural Engineering Department at California Polytechnic State University (Cal Poly) from 1983 to 2005. His responsibilities included full-time instruction in an undergraduate program offering degrees in bioresource and agricultural engineering and agricultural systems management. Course specialties include bioenergy system design and agricultural and food processing waste management. He holds a Doctor of Engineering from UC Davis and is a registered professional engineer in mechanical engineering. He is a member of the American Society of Agricultural and Biological Engineers.
Dr. Williams is also a national expert in biogas technology systems. Through his consulting company, Williams Engineering Associates, he has designed and operated covered lagoon digester systems for 10 swine and dairy farms in California, the Philippines and Thailand. His specialties are anaerobic digestion, biogas energy utilization, energy conservation, and farm machinery systems. His services include performance of feasibility studies, engineering design, construction management, and operational management of agricultural, industrial, and domestic, liquid and solid waste treatment systems.
Dr. Williams became a registered TSP in 2016, and conducted 8 USDA-NRCS AgEMP 128 Agricultural Energy Management Plans for California dairy farms, flower and vegetable producers, irrigated crop farms and Kansas irrigated cropland, feedlot and feed mill.
